Natalie, I'm not sure about Picasa, but you can go to postimage.org and start an account (it's real quick)
Upload your photos there and then click on "Show codes"
Copy the URL for Forums and paste it here.
I'll play around with Picasa and see if I can get you a better answer...

Picasa test via Google+ from Android phone.
What a pain in the tookus!
I had to select the image in g+ and then share it with another app (I chose tapatalk) paste it in a bogus post in RC, then copy that and paste what it pasted here. (DA's forum is not accessible with Tapatalk for some reason)

I'll try on the computer next.

On second thought, I don't want to install their software.
There should be a copy url check box somewhere when highlighting a picture...
